برآورد شکاف سیاستی و تمکین مالیات بر ارزشافزوده در استانهای کشور

<span style="font-family:b mitra;"><span style="font-size:13.0pt;">هدف این مقاله، ارائه روشی برای اندازه­گیری شکاف مالیات بر ارزش افزوده به تفکیک شکاف تمکین و سیاستی در سطح استان­های کشور است. منظور از شکاف سیاستی فاصله­ای است که مقنن و سیاستگذار میان پایه ایده­آل مالیات بر ارزش افزوده و الگوی قانونی آن ایجاد کرده است. منظور از شکاف تمکین فاصله­ای است که از طریق فرار مالیاتی و تقلب میان الگوی قانونی و عملکرد مالیات بر ارزش افزوده ایجاد می­شود. برای ارزیابی شکاف مالیاتی در سطح استان­های کشور باید راهی برای شناسایی داد و ستد میان مناطق و بخش­های اقتصادی و ارزیابی میزان معافیت­ها و اعتبار مالیاتی قابل کسر از مالیات متعلق و آستانه شمول مؤدیان در نظام مالیات بر ارزش افزوده طراحی می­شد. به این منظور از روشی بالا به پائین که از مسیر تولید به شناسایی ارزش افزوده هر بخش در هر منطقه می­پردازد و همچنین از جداول داده ستانده منطقه­ای استفاده شده است که به طور خاص برای اهداف این مقاله مورد محاسبه قرار گرفت. نتایج حاکی از آن است که شکاف سیاستی در استان­های 31 گانه کشور به طور متوسط 2/35 درصد و شکاف تمکین 7/33 درصد است. یعنی، از هر 100 ریالی که در الگوی مالیات بر ارزش افزوده ایده­آل و بدون اختلال قابل وصول بود، تنها 1/31 ریال وصول شده است. این نتایج، فقط از حیث درآمد از دست رفته مالیات بر ارزش افزوده حائز اهمیت نیست، بلکه از حیث اختلالی که در فرآیند تولید ایجاد می­کند و فاصله­ای که از توصیه سیاستی لم دایموند- میرلس (1970) ایجاد شده نیز در خور توجه است. توصیه سیاستی مقاله حاضر بازنگری سیاستی در قانون مالیات بر ارزش افزوده و فراخوان­های آن و همچنین، تمرکز امکانات اجرایی نظام مالیاتی در استان­هایی است که بیشترین شکاف تمکین را دارند.</span></span>
<strong>Abstract</strong><br>
This paper aims to propose a method for measuring the value added tax gap decomposed into two main components: compliance and policy gaps. By definition, policy gap is the difference between the potential tax revenue and what can be collected according to tax code. In comparison, the compliance gap is defined as the difference between full compliance with tax code and the actual compliance. Compliance gap covers revenue losses stems from tax evasion and tax fraud. In order to assess the tax gap at the provincial level of the country, it is vital to find a way to verify inter-regional and inter-sectoral flows of trade and account for exemptions, credits and thresholds according to VAT tax code. To do this, we employed a top-down method that uses the production data and also regional input-output tables which calculated specifically for this paper.<br>
The results indicate that the policy and compliance gaps in the 31 provinces of the country are in average 35.2% and 33.7% respectively. That is, only 31 Rials were collected from every 100 Rials that can be collected in the ideal VAT model in which production efficiency satisfies.
