برآورد میزان فرار مالیاتی در ایران با استفاده از روش MIMIC (طی دوره 1399-1355)

<span style="font-family:B Mitra;"><span style="font-size:12.0pt;">به طور نسبی در کشورهای در حال توسعه و بعضاً توسعه یافته نیز افراد حقیقی و حقوقی سعی در گریز از مالیات به صورت قانونی یا غیر قانونی دارند. به همین خاطر فرار از مالیات یکی از مسائل جدی و حساس کشورها از جمله ایران است. با آگاهی از میزان فرار مالیاتی، سیاستمداران و دولتمردان میتوانند سیاستهای لازم را جهت کاهش آن و بهبود نظام مالیاتی در پیش گیرند. در این مطالعه با استفاده از روش </span></span><span style="font-family:B Mitra;"><span style="font-size:12.0pt;">علل چندگانه - آثار چندگانه </span></span><span style="font-family:Times New Roman,serif;"><span style="font-size:12.0pt;">(</span></span><span dir="LTR"><span style="font-family:Times New Roman,serif;"><span style="font-size:12.0pt;">MIMIC</span></span></span><span style="font-family:Times New Roman,serif;"><span style="font-size:12.0pt;">)</span></span><span style="font-family:B Mitra;"><span style="font-size:12.0pt;"> میزان نسبی فرار مالیاتی ایران طی دوره 1355 تا 1395 برآورد گردید. نتایج نشان دادند که روند اندازه نسبی فرار مالیاتی در طول این 41 سال دارای فراز و نشیب هایی بوده که از 18/8 درصد تولید ناخالص داخلی شروع شده است و به کمترین مقدار خود یعنی 01/3 در سال 1366 میرسد. بیشترین مقدار آن در سال1374، 97/21 درصد از تولید ناخالص داخلی میباشد. در نهایت در سال 1395 اندازه نسبی فرار مالیاتی به 95/6 درصد تولید ناخالص داخلی رسیدهاست. میانگین اندازه نسبی فرار مالیاتی طی این 41 سال برابر 99/10 میباشد.</span></span>
It seems relatively in the developing and sometimes developed countries individuals and legal entities try to evade taxes legally or illegally. As a result, tax evasion has become a serious issue for countries including Iran. Being aware of the amount of tax evasion, politicians and statesmen can adopt the necessary policies to reduce it and improve the tax system. In this study, using the Multiple Indicators - Multiple Causes Method (MIMIC), the relative amount of tax evasion in Iran was estimated during the period of 1976 to 2016. The results indicated that the relative size trend of tax evasion during these 41 years has had ups and downs, starting from 8.18% of GDP and reaching its lowest level of 3.01 in 1987 and the highest amount in 1995, is 21.97% of GDP. Finally, the relative size of tax evasion reached 6.95% of GDP in 2016. The average relative size of tax evasion during these 41 years is 10.99.<span dir="RTL"></span>
