زمینه و هدف: جهت بررسی رابطه ویژگی‌های شخصی یک فرد با فرهنگ مالیاتی او، باید ویژگی‌های شخصی آن فرد که یک هدف انگیزشی انتزاعی، بلند‌مدت و منعکس‌کننده اصول و عقاید آن در مورد آنچه در زندگی برای او مهم است، و نقش مهمی در  انگیزه افراد برای تصمیم‌گیری و رفتار اخلاقی دارد، را در نظر گرفت. از طرفی نظام مالیاتی، یک مجموعه از عوامل مهم در درک فرهنگ مالیات شخصی از جمله فرار مالیاتی، تمکین مالیاتی و نظام مالیاتی است. فرار مالیاتی به معنای نقض مقررات قانونی ،تمکین مالیاتی یعنی متقاعد کردن مالیات‌دهنده جهت عمل و انجام تعهدات مالیاتی مطابق قانون است که موضوعی مسئله‌ساز و پیچیده است.  در رابطه با نظام مالیاتی، یک متغیر تعدیل‌کننده، یعنی درک فرد از عادلانه بودن نظام مالیاتی در مدل در نظر گرفته می‌شود. ازینرو هدف مطالعه بررسی اثرات ویژگی‌های شخصی بر فرهنگ مالیات شخصی با نقش تعدیل‌گری درک از عادلانه بودن نظام مالیاتی در نظر گرفته شد.

روش‌شناسی: پژوهش حاضر از لحاظ هدف، کاربردی و از نظر نحوه گردآوری داده‌ها توصیفی- پیمایشی است. جامعه آماری شامل کلیه شرکت‌های دانش‌بنیان و فناور در شهرک علمی تحقیقاتی اصفهان است. ابزار گردآوری داده‌ها، پرسشنامه که به صورت آنلاین توزیع و 420 پرسشنامه جمع‌آوری که با غربالگری داده‌های پرت، 390 مورد معتبر برای تجزیه و تحلیل نهایی شد. روش SEM (CB-SEM) و  CFA ، به ترتیب جهت معادلات ساختاری و ساختار تأیید عاملی با استفاده از نرم‌افزارهای SPSS و AMOS  تعیین؛ و برای تخمین اثرات غیرمستقیم و تحلیل مسیر از نرم‌افزار Process  و نهایتا جهت اثرات تعدیلی از روش بوت استرپینگ (Bootstrapping)، استفاده شد.

 

یافته‌ها نشان داد: از بین عناصر ویژگی‌های شخصی ؛ محافظه‌کاری به صورت مستقیم و غیرمستقیم با وجود عامل تعدیلگر؛ درک از عادلانه بودن نظام مالیاتی، بیشترین تاثیر را بر فرهنگ مالیات شخصی و مولفه‌های آن نیز، دارد. این یافته دور از انتظار هم نخواهد بود چرا که به نظر می‌رسد احتمالا افراد به دلیل ترس از جریمه‌های سنگین، عدم برخورداری از بخشودگی‌ها و از دست دادن اعتبار خود در نظام مالیاتی، محافظه‌کاری می‌کنند. در واقع جبر و اجبار ناشی از قانونی بودن پرداخت مالیات و ویژگی محافظه‌کاری و ریسک‌گریزی صاحبان درآمد و کسب و کارهای اقتصادی در مقام مودیان مالیاتی، علیرغم پیشرفت و توسعه فرهنگ مالیاتی، بیشترین تاثیر را خواهد داشت. مولفه‌های؛ تغییرپذیربودن، فرار مالیاتی و تمکین مالیاتی در رده‌های بعدی قرار دارند.
